Baltimore County Clerk Office

The primary court records office in Baltimore County is the Clerk of the Circuit Court for Baltimore County. The current clerk is Julie L. Ensor. Maryland does not split this work between a district clerk and a county clerk the way some states do. For Baltimore County, the Clerk of the Circuit Court is the office tied to Circuit Court case files, land records, marriage licenses, business licenses, notary commissions, and many copy requests.

The Clerk's Office is on the second floor of the County Courts Building in Towson. The public counter serves people who need case document copies, certified divorce decrees, marriage certificates, land record help, and routing to the correct division. Baltimore Clerk Duties

The Clerk of the Circuit Court files, processes, and maintains civil, criminal, family, and juvenile actions for Baltimore County Circuit Court. The office also records deeds, mortgages, plats, and conveyances; issues marriage licenses and marriage certificates; issues business licenses; performs civil marriage ceremonies; administers oaths; and commissions notaries. Request Baltimore Certified Copies

Certified copies are used when a person needs a clerk-issued document with an official certification, such as a divorce decree for a name change, a judgment for enforcement, or a marriage certificate for a formal application. Maryland Case Search may show a case summary, but that summary is not the certified court document. The certified copy has to come from the Clerk's Office or the official office that holds the source record.

1. Find the case number in Maryland Judiciary Case Search when possible, then confirm that the case is a Baltimore County Circuit Court matter.
2. Identify the exact document needed, such as a divorce decree, order, judgment, docket entry, marriage certificate, certified copy, or exemplified copy.
3. Send the request through the clerk's online request forms or by email to ccbaltcoclerkrecords@mdcourts.gov, or use the public counter during business hours.
4. State whether the copy must be plain, certified, or exemplified, because the fee and processing path can change.
5. Pay by an accepted method. The clerk lists cash, credit card, check, and money order payable to Clerk of the Circuit Court, with limits on out-of-state personal checks, debit cards, and criminal fines.

Baltimore Clerk Access Channels

Baltimore County Clerk access is not one channel. Public case summaries are searched through Maryland Judiciary Case Search.
