Baltimore Circuit Court Overview
The Maryland Circuit Court is the general-jurisdiction trial court. The court campus also places the Orphans' Court and Register of Wills nearby, which matters because probate records use a different office even though the offices share the same Towson court area.

Baltimore County does not have a set of numbered circuit courts spread across the county. The Circuit Court is the primary trial court at the Towson County Courts Building. District Court is the lower statewide trial court with local Baltimore County locations in Towson, Catonsville, and Essex. The Orphans' Court and Register of Wills handle estate work at the County Courts Building rather than through Maryland Case Search.

Circuit Court vs District Court
Maryland uses Circuit Court and District Court as its two state trial-court levels. There is no Baltimore County "county court" or justice court for ordinary court records. The correct path depends on the case type, amount in dispute, jury-trial status, and whether the record is a probate or estate matter.

District Court appeals and jury-trial demands commonly route to Circuit Court. Circuit Court appeals generally move to the Appellate Court of Maryland, subject to Maryland appellate rules. The Supreme Court of Maryland is the state's highest appellate court.
Baltimore Circuit Case Flow
Criminal and civil cases reach Baltimore County Circuit Court in different ways. A serious criminal case may begin with charges, move through initial proceedings in District Court, and then continue in Circuit Court after indictment, information, jury demand, or appeal. A civil case may start directly in Circuit Court when the claim or subject matter belongs there, or it may arrive from another tribunal by appeal.

Civil records can include complaints, answers, motions, judgments, liens, garnishments, settlement notices, and appeals from lower courts or agencies. Criminal records can include charging documents, indictments, bonds, motions, pleas, trial dates, dispositions, sentencing, probation terms, and appeal notices. Family records may include divorce decrees, custody orders, child support filings, and domestic violence matters, but confidential attachments and minor information often need more limited access.
For public summaries, use Maryland Judiciary Case Search. For full public documents or certified copies, use the Baltimore County Clerk of the Circuit Court. Older files, suppressed online cases, and restricted records may require in-person review or a specific clerk request.
Third Judicial Circuit
Baltimore County is part of Maryland's Third Judicial Circuit with Harford County. That circuit placement matters for court administration, but case records are still requested from the court where the case was filed or heard. Most Baltimore County Circuit Court records stay with the Baltimore County Clerk of the Circuit Court, while appeals from Circuit Court generally move to the Appellate Court of Maryland under state appellate rules.
The court hierarchy is: District Court or Orphans' Court for many local matters, Circuit Court for general-jurisdiction trial work and appeals from lower courts, Appellate Court of Maryland for most intermediate appeals, and Supreme Court of Maryland as the state's highest appellate court. Estate filings do not use that normal Case Search path because the Register of Wills and Orphans' Court maintain probate records.
Baltimore Courthouse Map
The County Courts Building is at Bosley Avenue and Chesapeake Avenue in Towson, near Pennsylvania Avenue, Washington Avenue, and the Historic Courthouse. Maryland Courts directions say that visitors coming from I-695 can take Exit 26 South, York Road, continue south, turn right onto Towson Bypass or Bosley Avenue, and proceed to the courthouse area. The accessible entrance is the ramp on the Pennsylvania Avenue side of the building.
Accessible metered parking is listed on Pennsylvania Avenue and Baltimore Avenue. Baltimore County Parking identifies the Baltimore Garage and Washington Garage as visitor and juror garages for Circuit Court. Maryland Courts also lists MTA service to the County Courts Building, but route numbers should be checked before a court visit because transit schedules can change.
